Marley, P.E., Director of Eng' eering In as cture Matthew C.Newell, P.E., City Engin SUBJECT: Agreement with Blank, Wesselink, Cook& Associates to Prepare Rehabilitation Plans and Project Manual for Garfield Avenue Bridge, City Project 04-27 SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution approving an expenditure of$15,000 with Blank, Wesselink, Cook&Associates, (BWC), for engineering services to update Rehabilitation Plans and Project Manual for the Garfield Avenue Bridge over the CNIC tracks (between Clinton Street and Illinois Street), City Project 04-27. BACKGROUND: On September 6, 2005, the City Council awarded a contract to BWC to provide professional design services to rehabilitate the Garfield Avenue Bridge. Previous inspections of the bridge had determined that some portions of the structure were deteriorating and in need of repair. During the design process, it was determined that the deterioration noted in previous bridge inspections did not pose an imminent threat to the safety of the bridge and the public. Rehabilitation work would eventually be necessary on the bridge but it was determined that the rehabilitation could be delayed. No weight restrictions were necessary for the bridge at that time. Funding limitations and project priorities in the City's Capital Improvement Plan made it necessary to delay the bridge work further into the future. Staffrecommended to the City Council that BWC be retained to provide a follow-up structural review of the b'ridge to determine the feasibility of delaying the project. On June 16, 2008, City Council awarded a contract with BWC to provide engineering services for an in depth inspection of the Garfield Avenue Bridge over the CNIC tracks. During this inspection BWC determined that two of the piers had deteriorated significantly since the last inspection and that the structure should be posted for reduced truck capacity. BWC recommended that the City request the Illinois Department of Transportation(IDOT) Bureau of Bridges and Structures, Local Bridge Unit to review the findings and analysis. A request has been made to the IDOT Bureau of Bridges and Structures, Local Bridge Unit to review, however their work is not yet complete. The bridge has been posted to prohibit overweight pernut loads.
