1
It is also BWC's opinion that Piers 3 and 6 be inspected for evidence of shear cracks and beam
failure on a bi-monthly basis by a licensed structural engineer in the state of Illinois until
structural repairs are made to restore the capacity of the piers and remove the posted truck
capacity. BWC also recommends that the City of Decatur expedite a contract to repair the
expansion joints, diaphragms, and piers on this structure.
The Design Services Proposal is to update the design plans and specifications to the current
IDOT standards, update the design to show additional repairs needed since the last review,
update the estimate of probable construction cost, and provide bidding services.
POTENTIAL OBJECTION: There are no known objections to this request.
INPUT FROM OTHER SOURCES: Blank, Wesselink, Cook&Associates, Inc.
STAFF REFERENCE: Richard G. Marley, Director of Engineering &
Infrastructure, at 424-2747
Matt Newell, City Engineer, at 424-2747
Matt Newell will be in attendance at the City Council meeting to answer any questions of the
Council on this item.
BUDGET/TIME IMPLICATIONS:
Funding for this work is for a fee not to exceed $15,000. Funds to pay this cost will be re-
allocated from other projects in the Capital Improvements Plan.
City staffrecommends that the City proceed immediately to repair the bridge and restore it to full
capacity. Staff proposes to delay currently planned capital projects including concrete street
repairs, sidewalk replacement and others currently planned for FY09 and FY 10 as necessary in
order to provide the necessary funding for the work. The plans and specifications for the repair
work should be completed by late September and a bid award returned to Council by late
October or early November.
If IDOT concurs with BWC's recommended weight restrictions for the bridge, restrictions will
be in place until the work is completed in the summer of 2009.
Attach: 2
cc: Dick Borders, Municipal Services Manager
Aaron Lawson, Assistant City Engineer
Dan Mendenall, Streets & Sewers Supervisor
Jerry Nihiser, Traffic & Parking Supervisor
Bob Dean, BWC
Page 2
