Decatur Police Department ExisNng Building Assessment The law enforcement center was designed to optimize shared facilities between law enforcement and jail personnel and 'mc lude: • Staff Locker Rooms /Lounge/Vendmg Area • Trainmg Room • Communication(staffed by police) • Records (staffed by sheriffl This plan has functioned for almost twenty years and needs to be reviewed and validated based on present and future requffements of all the functional elements m the complex: • Justice (Courts/Court Services) • Confinement(JaiVWork Release) • Law Enforcement(Police/Sheriffl • Emergency Management Agency(EMA) Functional Layout Description 'The LEC's f�st level is the primary focus of this report. T'he 44,500 GSF floor is organized around the public lobby with the city police occupying about 27,200 SF to the north and the sheriff and EMA occupying 14,800 GSF to the south. The remaining 2,500 GSF is building support and mechanical. It was designed that all staff(city and county) should enter the building from the covered authorized parkmg from the southwest with a major staff corridor running north-south on the west side of the building that provides staffaccess to city and county elements. However,the reality is most staffenter through the mam public lobby due to the location of staff parkmg. The lone county functions north of the common staff entrance are counties evidence storage,armory,and shared locker/lounge vending area. The central communications area,operated by the city, is located between the public lobby and the staff entrance. Anytime you have jail housing with toilets and showers above other occupied space,there is a potential ' for problems. Casual observation indicated this has been and will continue to be an issue. At the very least,critical areas with expensive equipment or sensitivity such as evidence and communication should be specially protected or located away from potential problems. PS.1 � Dewberry 2.2
