Decatur Police Department ExisNng Building Assessment
Major Functional Concerns
(To meet space program requuements /and good practice concepts)
Ge ne ral
The existing buildmg's ability to provide basic functional requirements, much less state-of-the-art
concepts and technology are problematic, for example:
Staff Entry/Commons Hub Concept
The staff secwe entry should open into a staff bbby which encourages communication and"esprit-de-
corps" with vending, break, locker, and physical trainmg elements nearby as well as patrol, roll call/
briefmg, and write-up areas forming a "hub" of interaction.
This is an important feature element which cannot be met without significant remodeling and phasing
restraints in the existing building.
Shared Training/Multi-purpose AreaS
The smgle shared training space is now completely madequate considermg just the city police without the
jail and sheriff's requirements.
It may still be prudent to share the physical and classroom training facilities, but size and location need to
reflect the program requirements.
Evide nce/Prope rty Issues
Evidence processing and chain of evidence issues would be considerably unproved if proper evidence
lockers, processing areas, and storage were consolidated and more convenient to patrol. Evidence access
through mechanical rooms and across roofs is not functionally acceptable and problematic from a
building code perspective.
Secure Stafl Entry
The staff entry is used by jail, law enforcement, courthouse maintenance and repaustaff which makes it
difficuh to monitor if proper security measures and communication protocols are being followed.
PS.1 Dewberry
2.3
