Decatur Police Department Existing Building Assessment <br /> Building Layout and Corridor System <br /> The buildmg is not zoned to reinforce and support the variety of people us ing the building with proper <br /> access limitations and requirements. A few individual rooms have controlled access systems but hallways <br /> albw free movement throughout. <br /> T'he new space program requirements compared to the existing space allocation make it very difficult to <br /> systematically renovate to the new requirements without taking major functional elements out of the <br /> building(temporarily or permanently). <br /> Jail Exiting Requiremenls <br /> There are four exit stairs leading from the jaiL Three of these stairs have direct e�ts to the outs ide and <br /> the fourth stau�is through the public bbby. It is absolutely essential to the code and life safety <br /> requirements of the jail that the three direct exit stairs remain to provide proper egress from the jail. The <br /> preferred exit albwing a degree of security confinement is the central stair into the covered parking area. <br /> However,each of these stairs must continue to provide direct egress to the outside,even if by horizontal <br /> fire exit corridor. <br /> Code Issues <br /> The use of inechanical equipment areas for evidence storage or office/work areas requires a one-hour fire <br /> separation and access without going through the mechanical areas. This issue needs to be further <br /> addressed by City Construction Inspectors. <br /> The LockerRoom <br /> The eacisting locker rooms have a total of 1961ockers at 36"x15"x15". New requirements just for city <br /> police are 2401ockers at 72"x18"x24". <br /> Communications <br /> The location of communications in new"state-of-the-arP' ficilities is rarely centrally located at a major <br /> activity node,especially in larger(eight dispatch station) facilities. They function better,more remote <br /> with fewer distractions,but more natural light.
