Decatur Police Department Existing Building Assessment
Pa rking
Authorized vehic le (60),staff(100),special law enforcement, visitor(ZO),informant,as well as general
public (40) are all a part of the preferred parking requirements for a new city police station, totalmg 220
cars.
The existing facility accommodates 40 covered authorized vehicle parking plus an additiona120 in the
west parkmg bt and 23 on Water Street. Staff parkmg is presently accommodated across Franklin Street
about two blocks away to the east, and public parking is virtually nonexistent with meter street parkmg
also across Franklm Street to the east. Some important equipment is also inconveniently located off site
and is problematic m emergency situations.
Structural Issues
The buildg structural system has not been designed for vertical expansion. Even if the structural system
had extra capacity, the configuration of the buildmg with vaulted roofs and roof top mechanical rooms
would make it completely physically and operationally unfeasble without abandong the build'mg during
the construction process.
The new 2006 International Buildmg Code classifies police buildgs as Category 4(Essential Facilities)
and as such a major build'mg renovation of the LEC would mandate the build'mg be updated to meet this
seismic requffement. Further investigation would need to be done to identify costs to meet this
requirement in the existing buildmg.
Mechanical/Electrical Systems
The major mechanical and electrical systems appear to be functionmg cons idermg their age and ongomg
maintenance. However,the energy management,mechanical control systems,telephone data,and other
infrastructure improvements are significantly lacking compared to law enforcement across the state and
country.
PS.1 Dewberry
2.5
