Decatur Police Department Facility Mission/Goals /Option Criteria Chapter 3 The "mission" of a ficility,for purposes of this study is condensed to be a balance of form,function,and cost considerations. The proportion and importance of each could be different for the various stakeholders involved: • Law Enforcement • City Council • City Management • County • General Public PSA-Dewberry's goal is to devebp a consensus on the fmal balance which is to drive the option criteria and ultimately the best solution for the city and community. Function is always extremely important to a police facility: how is works; how the various elements mteract with one another; how the facility supports staff,public,suspects,victims,and wimesses movement patterns. Form is image and quality of the systems,technology,and materials of the facility: how it feels; the atmosphere;the light; the ambiance. Cost is more than just initial cost,but value overtime: long term cost; operating and maintenance cost; bang for the buck. The City of Decatur Police Department's primary mission is public safety,and theu�ability to carry out that mission is directly linked to their ability to recruit,train,and retain good personneL More and more across the country,PSA-Dewberry is fmding that the police facility itself along with proper equipment is instrumental m providing the environment,atmosphere,and foundation necessary to project the professional image essential to attractmg and retainmg the best staff. In addition,state-of-the-art police facilities are now expected to reflect this professional image within the community toward the importance of public safety,but also to provide an open-wekommg public interface with community rooms and programs.
