Anderson Plaza <br /> Decatur, Illinois 62523 <br /> Dear Greg: <br /> Per our discussion, PSA-Dewberry is pleased to provide on-going professional services as follows: <br /> Phase I: Space Needs/Criteria Requirements <br /> To evaluate and update the current and future space needs for the City's Police Department. <br /> I. Operations Evaluation <br /> 2. Demographic Projections <br /> 3. Space Program Requirements <br /> 4. Apply City Standards <br /> In addition, PSA-Dewberry will analyze and establish the criteria to help evaluate construction options and <br /> delivery methods to meet the Police Department's space needs. <br /> Phase II: Master Planning Options/Recommendations/Reports <br /> PSA-Dewberry will then proceed to develop options to address the space program and functional <br /> requirements of the Police Department. At a minimum we will develop the following two plans: <br /> 1. All New Police Facility (Adjacent to the Existing Police Facility) <br /> 2. Combination of New Addition and Existing Police Facility Renovation at the Existing Site <br /> a. Several variations of this might surface, but only one will be developed. <br /> These two options will be developed and evaluated, and recommendations will be made based on an <br /> interactive series of worksessions involving criteria to be developed but including funetion, image, cost, <br /> delivery method, sustainability, and phasing. Capital construction cost projections and schedule will be <br /> developed for each scenario. <br /> A third options could be developed if directed for comparative purposes only for a new facility on a larger, <br /> hypothetical site. <br /> A detailed work plan of each phase with fees is attached to this proposal as well as options regarding the <br /> level of detail and fees required for the existing building evaluations. <br /> We believe Phase I(based on our previous work) can be accomplished in two to three weeks after <br /> authorization to proceed. Phase II could follow immediately and take four to six weeks. <br />
