Decatur Police Department Options Analysis
Orienting the building facing north(public)and south(staf as close to Washington Street as practical
provides the best balance for total site parking and future expansion of elements, but requires structured
parking for police authorized vehicles to meet program parking requirements.
Movin the build'm north into or across Washin on street he s solve the staff arkin ca ac' issues
g g P P g P rtY
but cuts down the parking available to public for courts and police and requires the nmediate purchase
and demolition of the 243 S. Water Street building before anything could proceed. If the street is not
closed immediately, the relationship between the staffparking and staff entrances to the south would be
severely compromised.
Purchase Remaining Properties
Our recommendation is to ultimately purchase or devebp agreements on all the property bounded by
Main,Macon,Water, and Wood Streets; however, not knowing when this could realistically be
accomplished,we have positioned the police building to allow its construction without this property. The
fmal recommended site plan shows the public plaza and parking with all buildmgs demolished.
Parking
Parking is an issue which must be considered 'm total context of downtown and the justice complex;
however,as we study the requirements for parkmg for the police facility, the location of the staffand
authorized vehicle parking is an important consideration regard'nig staff morale, recruiting, and retention/
Therefore, the recommended solution addresses the need on site. As such,we recommend structured
parking to the south for staff which also has the byproduct of covered authorized vehic le parking.
Several parlcmg deck options are shown which could be further analyzed as the budget is considered and
the project moves forward.
PS.1 Dewberry
4.5
