Decatur Police Department Options Analysis
Third Level
The third level houses the police chiePs administration area mclud'mg the administrative department
function of crime analysis, communications, and professional standards as well as the community meeting
area off the public lobby.
B uilding Conce pts
The public bbby/entry is a "window to the community" offering an open, wekoming image for public
safety and convenient access to records, interview rooms, and community meeting rooms. The
community and staff ineeting rooms offer"flexible statethe-art technology"for training and
meetings for small,medium,and large gatherings.
The staff entry shares proximity to bckers, commons /break,and patrol briefmg and report areas and is
lmked by a light-filled stafl atrium providing a positive work environment with access to an outdoor
break area between the build'mg and parking.
A significant percent of the square footage provided for patrol, investigation, and administrative services
is developed 'm open work stations to"optimize building 8exibility" in future operations and expansion
consideration.
Site Coiderations
The general site layout reinforces the concept of public access from the north from the existing public city
lot which now serves the courthouse, and staffaccess from the south.
In addition, the police buildmg concept offers expansion capability to the south along Water Street and to
the west toward Main Street(m Option B). A new raised public plaza is formed 'm the cbsed Washington
Street which serves police and a future sheriff's law enforcement buildmg which bridges Water Street to
the existing raised vehicle sallyport of the jail. Although this sheriff's element could be at grade, closing
Water Street, the Architect/planner's assumption is that this street should remain open pending the
disposition of the property south across Macon Street.
The ahitects were given a clean slate within the site boundaries to make recommendations; however, the
potential of some elements to slow down or derail the process was considered 'm the fmal
recommendation.
Washington Street Closing (between Main and Water)
This issue was an important element m the final positioning and configuration of the police building—
determming the public side and staff side with the corresponding parking requirements.
PS.1 Dewberry
4.4
