Decatur Police Department Executive Summary
Chapter 0
Introduction and Process
The purpose of the study is to evaluate and recommend the best implementation option for the City of
Decatur Police Department which is presently located in the City/County Law Enforcement Center.
In order to properly make these recommendations PSA-Dewberry has:
• Validated and updated a facility space program. (Chapter 1)
• Completed an existing building assessment. (Chapter 2)
• Developed criteria for option evaluation. (Chapter 3)
• Developed and analyzed options(Chapter 4)
Including budget, schedule,and delivery impact(Chapters 5, 6,and 7)
This study by original direction was limited to the review of options: Within the existing facility;
adjacent to the existing facility; or across the street from the existing facility;and at the Interim Report
presentation, the Council limited the study to the site adjacent(across Water Street)from the
existing facility.
This study has involved a series of intensive work sessions with Police and City Management as well as
input sessions with members, Council,County, EMA and PBC personnel from July 26,2008,through
September 2008. PSA-Dewberry acknowledges and thanks all who have had input and contributed to this
analysis.
Recommendations
PSA-Dewberry recommends the construction of a new police facility on the northern edge of the block
bounded by the streets of Main,Water,Macon and Washington,to include the fu1168,000 GSF Space
Program presented as an interim report on August 18,2008. The recommended Option B is 5 levels
with approximately 13,300 GSF per floor plus rooftop mechanical fan rooms.
The recommended Option prioritizes the functional adjacencies as well as the form(image)and cost
issues identified in Chapter 3 option criteria.
The position of the building on the site allows for appropriate separation of public and staff circulation
without requiring immediate street closings and/or additional property acquisition beyond the original
block identified above.
PS.1 Dewberry
o.i
