Marley, P.E., Direc of Engineering&�nfrastructu <br /> � <br /> SUBJECT: Agreement with SKS Engineers For Engineering Services to Design <br /> Firehouse#2 Tower Rehab, City Project 06-04 �' <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staffthat the City Council adopt the attached Resolution authorizing an <br /> Agreement with SKS Engineers, (SKS)to provide structural, site and civil engineering services <br /> for the replacement of the Fire Training Tower. The expenditure for these services is not to <br /> exceed $25,563. <br /> BACKGROUND: <br /> The fire service today is markedly different from the fire service that existed 30 years ago when <br /> the current fire training tower was designed and constructed. Not only have the apparatus and <br /> techniques changed, but also the personnel and the mle of the fire service. With formalized <br /> educational training requirements instituted and mandated by government, the status and <br /> expectations of the firefighter has increased. Additionally, there have been increased demands <br /> for service in an expanded role beyond fire protection. Today's firefighter job description is a <br /> professional occupation requiring specialized knowledge and skills enhanced by intensive <br /> training and preparation. <br /> Our training tower and on-site classrooms continues to enhance our mission to maintain the <br /> highest level of expertise in the Fire Service through repetitive training challenges, e.g. <br /> Centralizing training functions for all fire companies in the City. <br /> Encourage and allow more hands on training for specialized training requirements. <br /> Facilitate mutual-aid training efforts at a centralized location for this region. <br /> Provide basic and advanced fire training opportunities in high rise structures. <br /> Allow constructive exchange training programs with Decatur Police and other <br /> government agencies. <br /> There is an assortment of additional training opportunities to note here but the main objective is <br /> the advantages of a centralized and current training tower outweigh the disadvantages of a <br /> structurally unsafe training tower. <br />
