, , .
- Mass Transit Memorandum
No. 061008-1
June 10, 2008
TO: Honorable Mayor Pro Tem Carrigan and City Council Members
FROM: John A. Smith, Interim City Manager
Paul McChancy, Mass Transit Administrator c
.-
SUBJECT: Amendment to Agreement with AOK Travel Network, Inc. for Operation Uplift
SUMMARY Staff recommends that Council adopt a Resolution authorizing the
RECOMMENDATION: City Manager to execute an amendment to the agreement with
AOK Travel Network, Inc., dong business as AOK TNI Taxi, and
providing transportation services for people with disabilities under
the Transit System's "Operation Uplift"program. This amend-
ment would increase the fares that the taxi company is permitted to '
charge the Transit System under"Operation Uplift".
BACKGROUND: On August 20, 2007, the City entered into an agreement with AOK
Travel Network, Inc., doing business as AOK TNI Taxi, to provide ,
door-to-door transportation for people with disabilities who are ,
unable to use the bus system. At that time the City also had a '!
similar agreement with CU Taxi/Illini Taxi which recently
suspended operations. Due to the significant increase in the price ;
of gasoline since the agreement was signed, AOK TNI Taxi is now '
requesting a fare increase that would equal the fare increase they
put into effect on December 1, 2007, for non-disabled passengers.
The only significant change in fares would be a 28.6% increase in
the mileage rate, from $1.75 per mile to $2.25 per mile. According i
to the US Dept. of Energy, the weekly average price of regular
gasoline in the Midwest increased 38.9% since the time that AOK I
TNI Taxi's agreement was signed. ',,
AOK TNI Taxi's proposed amendment would increase their fares ,
to be the same as the fares they put into effect on December l, ,
2007, for non-disabled passengers. As shown on the following ',
table, the proposed fares would still be lower than those that CU ''
Taxi/Illini Taxi had charged under its agreement with the City. '
