Exhibit C-1
System Description
Introduction (Technology Overview)
City of Decatur, Illinois has requested Motorola to present a proposal for City of Decatur's
console upgrade and channel expansion so as to integrate City of Decatur into the existing Illinois
Statewide System, also known as the STARCOM2] system. Motorola is pleased to present the City of
Decatur with this console upgrade proposal for an ASTR025 STARCOM21 System Add-on. This
solution is designed to support the City of becatur's current and future communication needs. The
proposed add-on equipment will leverage off of the existing STARCOM21 infrastructure to the maximum
possible extent and will add components as required to meet the requirements of the City of Uecatur.
City of Decatur has agreed to bring four of its frequencies, from its existing SMARTNET system, on to
the STARCOM2l system. Motorola will add the four base stations and any associated RF equipment to
its STARCOM21 sites in the City of Decatur area to accommodate the City of Decatur's active users and
their traffic needs. City of Decatur has agreed to buy 418 XTS2500 Model 1.5 portables.
The coverage of the STARCOM2l network will not change with the additional site equipment and will
be what is cun•ently provided in the Ciry of Decatur by the three STARCOM21 sites located in the Macon
County.
City of Decatur's Console system will be upgraded so as to get integrated with the STARCOM21 system.
Console system's upgrades include eight new operator position computers, new hardware to connect to
the STARCOM21 and new software versions to match (and be compatible)with that of STARCOM2l
system's. The dispatch site will be divided between 2 CEBs, with one of the CEBs requiring a Tl X-bus
connection (two T1 lines) and the other CEB requiring a Tl line to connect to the STARCOM21 Zone 2
Master site located at the City of Springfield.
During the integration with STARCOM21,the eight operator positions become a part of the Console
LAN and then require a fractional Tl connection to the STARCOM21 ZONE 2 Master site. City of
Decatur's proposed NICE recording system also requires a T1 connection to the STARCOM21 ZONE 2
Master site. To save City of Decatur the cost of a Tl iine, a channel bank is included in the design to
combine the two potential T1 lines into one Tl line.
Eight back-up control stations are also included in the proposal, in case the dispatch console system loses
connection with the STARCOM21 Master site. Because of space limitations, the eight back-up control
stations will be installed in the penthouse and they wil( be connected to the Desksets located next to each
of the eight operator positions.
Integration with the STARCOM2l system will allow the City of Decatur to use the features offered by
the STARCOM21's ASTRO25 Trunking system and be truly interoperable with various other public-
safety agencies.
Assumptions
✓ City of Decatur, IL will provide primary and backup (UPS) power at the dispatch site to support
the new equipment.
✓ City of Decatur, IL will provide all the connectivity(Tl lines) between the dispatch site and the
STARCOM21 Zone 2 Master Site.
✓ No Network Management Terminal is quoted,
✓ At the time of Channel expansion, CiTy of Decatur's dispatch console site will be upgraded to
integrate with STARCOM21 System.
CSA.NoESS.FINAL.4-8-08 2
Motorola Contract No.08-17033/LF
