✓ City of Decatur will be responsible for licensing the frequencies they are bringing on to the ,
STARCOM2l system.
STARCOM21 Trunking S,ystem Overview
There are currently 187 radio RF sites in the STARCOM21 network. These are a combination of
simulcast and site repeater RF locations. With this release of Motorola's P25 compliant system
offering, ASTRO 25 Trunking, is expanded to include 700/800MHz, and the latest in secure
enc tion al orithms choices.
rYp g
Frequency Bands
The STARCOM2l system is available to support the market's communication requirements in
700MHz and 800MHz.
700 MHz Operation
The STARCOM21 trunking system provides the opportunity to expand 800 MHz system capacity
by adding 700 MHz infrastructure as well as subscribers. With the recently allocated 700 MHz
frequency band, systems are now able to expand channel capacity. Subscribers that are designed
to work on 700 MHz.systems will seamlessly roam between 800 and 700 MHz sites.
Voice over Packet
Motorola's ASTRO 25 Trunking System complies with a wide range of the Project 25 standards.
With the public safety and industrial markets moving toward larger countywide, statewide, and
nationwide coverage requirements, solutions are expected to compiy with rising industry
expectations of increased communication capabilities. One of the benefits of voice over packet is
as follows:
. Performance Improvement—Use of leading edge transport network equipment provides for
continued improvements in the system's ability to process the high volume of cails found on
Wide Area Public Safety Systems.
Centralized System Management
The STARCOM21 trunking systems ease operation and management through the use of a
network management user interface based on the Microsoft Windowsenvironment. The
centralized system management helps keep the system healthy with current alerts, diagnostics and
faults reported at a centralized location. The accuracy of the system-wide clock setting helps
ensure that key devices on the system record events at the same time to help improve fault
diagnostics and call activity tracking. The network management system provides functionality to
remotely distribute software upgrades to products on the network. As part of the STARCOM2l
trunking system, Motorola will manage and maintain the network management subsystem. This
includes, but not limited to,the addition and configuration of new user radios on the network, the
configuration of the RF subsites, and the configuration of radio user features on the system.
CSA.NoESS.FI NAL.4-8-08 3
Motorola Contract No.08-17033/LF
