This is in addition to the currently authorized amount of$154,705.74 for a I
total engineering services agreement cost of 447,033.34
BACKGROUND:
In 2006, the City was notified that it had received an Illinois Transportation Enhancement
Program(ITEP) grant of$1.5 million for streetscape improvements for Eldorado Street between
Church and the CNIC raikoad tracks near Front Street. The grant requires a 20% City match.
Under the grant, the design process requires the City to enter into agreements with the Illinois
Department of Transportation(IDOT)to administer the grant, and URS to provide the necessary
design services.
In February 2007, the City Council authorized a $154,705.74 agreement with IDOT and URS to
begin preliminary design work for the Eldorado Street Enhancement. During the preliminary
design process, the need for significant curb and gutter replacement on Eldorado Street was
noted along with a need for a new paved surface to compliment the proposed streetscape
improvements. IDOT agreed to fund this added work at 100% as part of the project. The overall
design services Supplemental Agreement adds $292,327.60 to the originally approved amount of
$154,705.74. This added amount reflects:
1. $118,677.77 in funding for the design work to incorporate curb and gutter replacement
along with resurfacing Eldorado within the project limits, which will be reimbursed by
IDOT at 100%, and;
Page  1
