5130 Hickory Pant Frontage Road
Suite 2
Decatur,IL 62526 •
(217)875-3333
(217)875-3371 FAX
phil.pwc(ocomcast.net E-MAIL
TO: Matt Newell, P.E
City Engineer
FROM: Phillip W.Cochran, P.E
DATE 05/09/08
SUBJECT: 300 Block N Water Street
Enhancement Project
PWC PROJECT#: 704
CITY OF DECATUR PROJECT: 0703
As a part of my professional services to the City of Decatur for the subject project I am to assist
the City in the taking of bids and prepare a recommendation for award after the bids have been reviewed.
As you are aware bids were opened yesterday for the project.
There were a total of five bids received ranging from a low of$518,655.29 from Otto Baum to a
high of$678,800.00 from Mid States. Petry-Kuhne submitted a bid and made an obvious error therefore
their bid wnuld be removed from consideration.
Bids were received with an alternate requested for either full-depth asphalt pavement or concrete
pavement. All other bid items were the same;those items were bid as the Base Bid. The low bid of
$518,644.29 which was submitted by Otto Baum is based on the concrete pavement alternate.
I have reviewed all of the bids and am very comfortable in recommending that the City award the
contract to Otto Baum Co. Inc. aocepting their bid using concrete pavement, therefore Alternate B plus
the base bid which totals$518,644.29. I have discussed the aggressive project schedule with Otto
" Baum's representative and was assured that the schedule would be met, assuming the Reynolds
Building contractors do not interfere. We have met with the Reynolds Building General Contractor, Petry-
Kuhne, and discussed our project timeline with them;they have on two occasions acknowledged that
they vuuld not coriflict with the projects schedule. Barring a nature disaster there should be no problem
with Otto Baum meeting the contract documents schedule which in turn will satisfy the Ciry's Developers
Agreement with the Reyndds family.
