Main & Oakland Ave.) and IDOT(Fairview Avenue)Infrastructure <br /> Reconstruction - $436,140 <br /> • Storm sewer line replacement <br /> • Storm sewer manhole and inlet replacement <br /> • Curb& gutter replacement <br /> • Base sidewalk removal and replacement <br /> The cost of the project is greater than the $1.5 million grant plus 20% City match of$300,000 <br /> because of requirements placed on the project by IDOT including additional basic infrastructure <br /> items. These additions include the widening of Fairview Avenue for the placement of the <br /> pedestrian median, additional overhead lighting to meet IDOT requirements, and making the <br /> existing sidewalk under the railroad structure on West Main Street and Oakland Avenue meet <br /> ADA slope requirements. Also, requirements imposed by IDOT caused some delay and <br /> increased the project cost. Millikin University will reimburse the City approximately $18,000 for <br /> retaining wall and sidewalk work at Oakland and Main that are included in the project. <br /> Construction of improvements to Main Street between Oakland and Fairview can only be accomplished in <br /> summer months when the University is not in session. This is due primarily to the extensive nature of <br /> Main Street reconstruction. Some construction work on Main can be accomplished without closing the <br /> street and will be completed in the Fall months while the University is in session. The City recently <br /> held a conference call with Millikin University officials in which they strongly expressed the <br /> need to stay on schedule to minimize the impact of construction on University students. To <br /> minimize impacts, it is necessary to start construction no later than May 19 and accomplish most <br /> of the work during summer months. In order for the project to meet the 2008 construction schedule, <br /> it is essential that the Joint Agreement between the City and IDOT be approved. <br /> Additional funding of$32,402.46 is requested to reimburse Blank, Wesselink, Cook, and <br /> Associates (BWC) for additional engineering work required on the project. In mid-February, <br /> BWC informed City staff that they had incurred additional costs related to the overall project <br /> management necessary to respond to redesign work for IDUT and in the final plan preparation. <br /> The requested engineering costs are addition to the $216,188.37 previously authorized by <br /> Council, far a total engineering cost of$248,590.83. <br /> POTENTIAL OBJECTION: There are no known private citizens or groups that may object to <br /> this resolution. <br /> Page � 3 <br />
