grant funds from the Eldorado Streetscape project to the West Main Streetscape Project. Seeing <br /> as how this was prior to Millikin receiving its grant and we've been working with Millikin and <br /> local residents for some time now on West Main, we thought that that project had received <br /> adequate funding until recent IDOT safety additions were required and, as such, had allocated <br /> the other grant to the Eldorado Streetscape Project. We can, however, request that the Illinois <br /> Department of Transportation reallocate sufficient federal funds from the Eldorado Streetscape <br /> Project to the West Main Streetscape Project to limit the City's cost to no more than 20% of <br /> design and construction costs. The City's share of the project cost would come from a short term <br /> line of credit that will be reimbursed with Olde Towne TIF funds. A copy of past council items and other information is <br /> attached. <br /> BACKGROUND: <br /> Since 2005, staff has been working with Millikin University on a co-operative project to make <br /> streetscape improvements to portions of West Main, Oakland Avenue and Fairview Avenue in <br /> the vicinity of the University campus. The goal of the project is to improve pedestrian safety <br /> and enhance the aesthetics of the streets around the Millikin University campus. <br /> There are four main elements of the West Main-Millikin Streetscape Improvement Project. Plans <br /> for the project showing the main elements have been provided to Council. These elements and <br /> costs include the following items: <br /> 1. Campus Pedestrian Safety Improvements- $I,120,890 <br /> • West Main Street Mid-Block Crossings <br /> o Pedestrian safety fencing and safety bollards <br /> o Narrow pedestrian crossing distance by the elimination of middle turn lane <br /> o Overhead lighting for the crosswalk and approaching sidewalk <br /> o Differentiation in interlocking brick paver color <br /> • Fairview Avenue Mid-Block Crossing <br /> o Pedestrian safety fencing and safety bollards <br /> o Addition of pedestrian median for mid-block crosswalk <br /> o Overhead lighting for the crosswalks and approaching sidewalks <br /> Page � 2 <br />
