Engineering & Infrastructure Memorandum <br /> NO. 2008-09 <br /> DATE: January 22, 2008 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Gar Cit Mana er <br /> Y g /� I <br /> Greg Crow ssistant City Manage�'j ` /1 <br /> Richard G. arley, P.E.,Director of Engineering & n��astructure <br /> SUBJECT: Grant of License Relating to West Main Street Restoration Project <br /> City Project OS-25 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached Resolution authorizing the <br /> Mayor to sign an agreement with Millikin University to allow portions of the proposed West <br /> Main Streetscape improvements to be constructed and thereafter maintained on Millikin <br /> University property for a minimum of 20 years. The resolution also authorizes the expenditure <br /> of up to $24,001 for the right to construct and maintain improvements on Millikin University <br /> property. This sum includes $24,000 to reimburse the University to relocate two large masonry <br /> signs and $1.00 for the right to construct and maintain improvements on Millikin property. <br /> BACKGROUND: <br /> In July, 2006, the City Council authorized an agreement with Blank, Wesselink, Cook, and <br /> Associates (BWC) and the Illinois Department of Transportation (IDOT) for the engineering <br /> design of streetscape improvements on West Main Street between Oakland Avenue and Fairview <br /> Avenue. The project is being funded with a Federal Enhancement Grant administered by IDOT. <br /> The grant provides 80% funding with a 20% City match. The project goal is to begin and <br /> complete construction on West Main during the summer and fall of 2008. <br /> The proposed streetscape enhancement continues the improvements made on West Main east of <br /> Oakland Avenue. The work includes a multi-use trail, sidewalks, street lighting, curb and gutter, , <br /> brick street work and landscaping. Some portions of the sidewalks and landscaping will be ' <br /> placed on property owned by Millikin University. In order for this to occur, IDOT requires that I <br /> an agreement be in place between the City and Millikin to allow the improvements to be � <br /> constructed and remain in place for a period of at least 20 years. The affected locations are <br /> specified and mapped as part of the agreement. <br /> The design also includes modifications to the pedestrian crossing on Fairview Avenue aimed at I' <br /> increasing pedestrian visibility and safety. This work requires the relocation of sidewalks on �', <br /> both sides of Fairview Avenue and makes it necessary to relocate two brick and slate signs for �i <br /> the Perkinson Music Center and ADM-Scovill Hall currently located on the east side of the road.
