Staff recommends that in the absence of redevelopment options that '
Alternate B be accepted to demolish all buildings on the 300 block. Completing the demolition of all
of the buildings will reduce the demolition costs of each individual building significantly due to the ',
proximity of the buildings with each other and having to address their structural interaction. I
Delaying the demolition of the remaining properties will severely impede the reconstruction work
required to restore two-way traffic to North Water. I
Phil Cochran has reviewed the bids along with the past work histories of the low bidders. He has
recommended National Wrecking Company to the City as the lowest bidder capable of successfully i
performing the required demolition work. Mr. Cochran's recommendation is attached. Staff ',
recommends that the City Council approve a contract with National Wrecking Company to perform
Alternate B of the 300 Block North Water Street Demolition project.
PWC Engineering will provide the project inspection and air monitoring for the City with assistance
by the Engineering Division.
POTENTIAL OBJECTION: There are no known objections to this resolution and bid
award.
INPUT FROM OTHER SOURCES: Economic and Urban Development Department Phillip
W. Cochran P.E., PWC Engineering, Inc.
STAFF REFERENCE: Greg Crowe, Assistant City Manager, at 424-2793
Richard G. Marley, P.E., Director, Eng. &
Infrastructure, at 424-2747
Greg Crowe, Richard Marley, and Phil Cochran will be in attendance at the City Council meeting to
answer any questions of the Council on this item.
BUDGET/TIME IMPLICATIONS:
Funding for this project will come from the Letter of Credit Fund. The recommended low bid
amount for Alternate B is $1,305,000.
The project is scheduled to begin within 10 days of City Council authorization and should be
completed by mid-May, 2008. It is currently anticipated that streetscape work on the 300 block of
North Water Street will begin April - May 2008.
Attach: 3
cc: John Smith, Assistant City Manager for Public Services Bechstein Construction Corp.
Matt Newell, City Engineer Otto Baum Co., Inc.
Dick Borders, Municipal Services Manager Joe Coleman Salvage & Demolition
Aaron Lawson, Assistant City Engineer Entler Excavating Co., Inc.
Phil Cochran, P.E., PWC Engineering Brandenburg Ind.
