Bidding is open and competitive. <br /> Contractin�Policy <br /> The City of Decatur encourages, to the greatest extent feasible, utilizing minority and female I' <br /> contractors and material suppliers on rehabilitation projects as well as local contractors and <br /> suppliers. The City of Decatur also encourages general contractors awarded a bid for <br /> rehabilitation to 1) use subcontractors which are located in Decatur, minority or female owned, <br /> and/or employs low and moderate income residents of Decatur; and 2) use minority or female <br /> owned material suppliers located in Decatur. <br /> Contracts will be awarded to the contractor of the borrower's choice, provided that the <br /> contractor's proposal is deemed complete and adequate by the EUD staff. The contractor <br /> submitting a proposal for rehabilitation work on the program must meet all the requirements for <br /> equal opportunity, insurance and bonding. <br /> 11 <br />
