APPLICATION AND PROCESSING FOR HISTORICAL AND ' <br /> ARCHITECTURAL REVIEW <br /> A Certificate of Appropriateness (COA) approved by the Historical and Architectural Sites <br /> Commission (HASC) is required when any major exterior alterations are made to a structure <br /> located in the locally designated Near West Historic District (see map); such alterations include <br /> but are not limited to the kind and texture of the building material and type, style, design and <br /> character of all windows walls, roofs, porches, doors, light fixtures, signs, appurtenant elements <br /> and accessory structures. <br /> No COA is required for the following alterations: change in exterior paint schemes; installation <br /> or change of storm doors, storm windows or screens; ardinary repair and maintenance of existing <br /> exterior architectural features which does not change the architectural character of the structure. �, <br /> The Historic Preservation Administrator is authorized to issue a COA for the following I <br /> alterations: construction and repair of fences; roof and gutter replacement with like materials; ' <br /> driveway and sidewalk replacement; tuck point for brickwork; change in garage doors to a style I� <br /> that is visually compatible with the existing architectural style; any replacement of materials with �I <br /> like materials. I <br /> A. Application process for properties located in the Near West Historic District I'�, <br /> 1. When a COA is required, the owner of the property shall submit an application for such <br /> to the Historic Preservation Administrator. The Historic Preservation Administrator will <br /> schedule the request for review with HASC. The owner or the owner's representative <br /> shall be present at the monthly meeting to explain the project and answer questions. <br /> 2. The application shall be accompanied with the project description, photographs, scaled <br /> drawings (including plans and elevations), and site plans as appropriate to adequately <br /> portray how the proposed changes will affect the existing structure. <br /> 3. If structural changes are being proposed, the drawings should be completed by a <br /> registered Architect. <br /> 4. In considering an application for a COA, HASC shall be guided by the following general <br /> standards: <br /> a. The distinguishing original qualities or character of a building, structure or site <br /> and its environment shall not be destroyed. <br /> b. The removal of any historic material or distinctive architectural feature should be <br /> avoided <br /> c. Alterations that have no historic basis shall be discouraged. <br /> d. Distinctive stylistic features shall be treated with sensitivity. <br /> 8 <br />
