� �5 <br /> � { �2��7 CDBCi <br /> SUBRECIPIENT A REEMENT <br /> THIS AGREEMENT, entered this _�� day of ��'1 (�r 2007 by and between the City of <br /> Decatur, Illinois, as grantee under Title I of the Housing and Community Development Act of <br /> 1974 (herein called the "City"), and Dove, Inc. & Proiect READ (herein called the <br /> "Subrecipient"). <br /> WHEREAS, the City has applied for and received funds from the United States Government the <br /> U.S. Department of Housing and Urban Development ("HUD") under Title I of the Housing and <br /> Community Development Act of 1974, Public Law 93-383; and <br /> WHEREAS, the City wishes to engage the Subrecipient to assist the City in utilizing such funds <br /> in accordance with HUD guidelines and Federal regulations; <br /> NOW, THEREFORE, it is agreed between the parties hereto that; <br /> I. STATEMENT OF WORK: <br /> A. Activities: <br /> The Subrecipient will be responsible for administering.a CDBG Year 2007 Literacv <br /> Program in a manner satisfactory to the City and consistent with any standards <br /> required as a condition of providing these funds. Such programs will include the <br /> following activities eligible under the Community Development Block Grant <br /> Program: <br /> Program Delivery '� <br /> The Partners propose to expand the current Project READ adult literacy program to <br /> serve 300 illiterate adults. It will focus on persons who read at the lowest levels, and 'i <br /> hopes students will gain an average of at least two grade levels, as measured by pre- <br /> and post tests using TABE. <br /> General Administration <br /> The Program Coordinator will be responsible for administering and overseeing the <br /> day-to-day operations of the program, including all financial and performance <br /> reporting. <br /> Subrecipient Agreernent(Rev.12/07:RDI) Page 1 of 18 <br />
