The proposed resolution authorizes $7,000 in funding above the $150,000 I
originally approved by Council for a total authorized cost to the City of$157,000.
BACKGROUND:
On July 2, 2007, the City Council authorized $150,000 in funding to pay the City's 20%
portion of the $712,814.50 cost to replace the deck on the Mound Road Bridge over
Stevens Creek. The original funding authorization approved by Council included
approximately $6,000 for contingency. The project is approximately 50% completed and
is progressing under the direction of the Illinois Department of Transportation (IDOT)
with daily site supervision being provided by the City. The plans and specifications were
prepared by URS Corporation.
As the project has progressed, some work quantities have been, or are projected to be,
greater than originally designed. On a bridge retrofit project, it is not possible to
accurately know the amount of work that will be required until after demolition is
complete. Under IDOT project design policies, the inclusion of contingency qualities is
discouraged. Additional work quantities beyond those included in the plans have been
identified for:
a) Repair of delaminated concrete on bridge pier surfaces.
b) Placement of rip-rap erosion protection under the bridge.
c) Additional quantities of concrete needed on the bridge deck to compensate for
variation in bridge deck camber (upward curvature). The cause and impact of
camber variation is being studied by URS.
These added costs, if realized, will come close to depleting the Council authorized
contingency funds for the project. With the project approximately 50% complete staff
requests that additional contingency funding of$7,000 be authorized for the work.
Page 1
