N ell, P.E., City Enginee� SUBJECT: LED Traf�c Signal Improvements, Section No. 07-00705-01-TL, City Project 07-OS SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution awarding the contract for LED Traffic Signal Improvements, Section No. 07-00705-01-TL, City Project 07- O5, to Egizii Electric, Inc., as the lowest, responsible bidder in the amount of$120,515.92, and that the Mayor be authorized to execute the contract, and the City Clerk to attest. BACKGROUND: On February 5, 2007, the City Council authorized an agreement with the Illinois Department of Transportation to retrofit the traffic signals on State Routes through the City with LED lenses to replace existing incandescent light bulbs. On August 20, 2007, the Council authorized Motor Fuel Tax funding for a project to install the LED lenses the City has purchased for this purpose. The project plans and specifications were prepared by Engineering Division staff and approved by the Illinois Department of Transportation(IDOT). The project was advertised September 6, and September 13, 2007, and bids were opened on September 20, 2007. The results for the letting are as follows: Compared to Engineer's Est. Bidder Bid Price Over(-Under) Engineer's Estimate $261,205.00 ---- Bodine Electric of Decatur $ 52,886.77 Non-Responsive Bid Egizii Electric, Inc. $120,515.92 (-53.86%) Staff recommends Egizii Electric, Inc. as the lowest responsible bidder. Egizii has successfully performed numerous traffic signal projects for the City. The lowest responsible bid for this work is $120,515.92. In accordance with the City's maintenance agreement with IDOT, the State will reimburse the City approximately 55% ($66,283.76) of the proj ect cost. The State will also share proportionately in the cost of the LEDs the City is purchasing with a partial grant from the Illinois Clean Energy Community Foundation.
