Illinois Department of Transportation Field Engineer, <br /> Nita Miller, was present and indicated that failure to include that document was not a technicality <br /> that could be waived by the City. IDOT has recommended that Bodine Electric's bid be rejected <br /> as non-responsive, and the contract be awarded to Egizii Electric, Inc.
