Engineering & Infrastructure Memorandum NO. 2007-49 DATE: August 13, 2007 TO: Honorable Mayor Osborne and City Council FROM: Steve Garm City Manager ��,��/!'` Richard G. rley, P.E., Director for Enginee ing n rast c ��re Matthew C. ewell, P.E., City Engineeri��/� U(�tN l SUBJECT: Traffic Signal LED Lenses, Section No. 07-00705-00-TL, City Project 07-OS SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution awarding the contract for Traffic Signal LED Lenses, Section No. 07-00705-00-TL, City Project 07-05, to Traffic Control Corporation, as the lowest, responsible bidder in the amount of$222,328.00, and that the Mayor be authorized to execute the contract, and the City Clerk to attest. BACKGROUND: On May 21, 2007, the City Council authorized an agreement with the Illinois Clean Energy Community Foundation to provide a$170,675.00 grant to cover a portion of the purchase price of traffic signal lenses using light emitting diode (LED) technology in place of standard incandescent lamps. LED lamps use significantly less electricity than incandescent lamps and will typically last around 10 years. The City Council also appropriated Motor Fuel Tax funding to purchase LED lenses. The project plans and specifications were prepared by Engineering Division staff and approved by the Illinois Department of Transportation(IDOT). The project was advertised July 12, and July 19, and bids were opened on July 24, 2007. The results for the letting are as follows: Compared to Engineer's Est. Bidder Bid Price Over (-Under) Engineer's Estimate $336,830.00 ---- TraStar, Inc. $204,259.20 (-39.36%) Traffic Control Corporation $222,328.00 (-33.99%) Traffic Signal Company $229,762.50 (-31.79%) Brown Traffic Products, Inc. $245,531.80 (-27.11%) City staff and IDOT have reviewed the material proposal provided by TraStar, Inc., and have determined that they do not meet the specifications required by IDOT nor do they meet City specifications as contained in the contract. IDOT recommends that the City not award the contract for purchase to TraStar, Inc.
