� � <br /> . <br /> Engineering & Infrastructure Memorandum <br /> NO. 2007-49 <br /> DATE: August 13, 2007 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garm City Manager ����,��/!'` <br /> Richard G. rley, P.E., Director for Enginee ing n rast c ��re <br /> Matthew C. ewell, P.E., City Engineeri��/� <br /> U(�tN l <br /> SUBJECT: Traffic Signal LED Lenses, Section No. 07-00705-00-TL, <br /> City Project 07-OS <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Traffic Signal LED Lenses, Section No. 07-00705-00-TL, City Project 07-05, to <br /> Traffic Control Corporation, as the lowest, responsible bidder in the amount of$222,328.00, and <br /> that the Mayor be authorized to execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> On May 21, 2007, the City Council authorized an agreement with the Illinois Clean Energy <br /> Community Foundation to provide a$170,675.00 grant to cover a portion of the purchase price <br /> of traffic signal lenses using light emitting diode (LED) technology in place of standard <br /> incandescent lamps. LED lamps use significantly less electricity than incandescent lamps and <br /> will typically last around 10 years. The City Council also appropriated Motor Fuel Tax funding <br /> to purchase LED lenses. <br /> The project plans and specifications were prepared by Engineering Division staff and approved <br /> by the Illinois Department of Transportation(IDOT). The project was advertised July 12, and <br /> July 19, and bids were opened on July 24, 2007. The results for the letting are as follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over (-Under) <br /> Engineer's Estimate $336,830.00 ---- <br /> TraStar, Inc. $204,259.20 (-39.36%) <br /> Traffic Control Corporation $222,328.00 (-33.99%) <br /> Traffic Signal Company $229,762.50 (-31.79%) <br /> Brown Traffic Products, Inc. $245,531.80 (-27.11%) <br /> City staff and IDOT have reviewed the material proposal provided by TraStar, Inc., and have <br /> determined that they do not meet the specifications required by IDOT nor do they meet City <br /> specifications as contained in the contract. IDOT recommends that the City not award the <br /> contract for purchase to TraStar, Inc. <br />
