For a project of this size <br /> with the added complexity of working on private property in backyards with close <br /> proximity to residences, staff recommends proceeding with a known contractor with a <br /> proven track recard with the City. <br /> Entler Excavating was determined by City staff to be the lowest responsible bidder and <br /> they have formally declined the bid award.
