r � <br /> . � <br /> The low bidder, ACE Contracting of Illinois, located in Springfield, is unknown to City <br /> staff. ACE is a new company with limited work experience. For a project of this size <br /> with the added complexity of working on private property in backyards with close <br /> proximity to residences, staff recommends proceeding with a known contractor with a <br /> proven track recard with the City. <br /> Entler Excavating was determined by City staff to be the lowest responsible bidder and <br /> they have formally declined the bid award. In doing so, they have forfeited $512.50 of <br /> their proposal guarantee to enable the City to award the contract to the second lowest <br /> res onsible bidder at no loss to the Cit . <br /> p Y <br />' A contingency is requested with this project due to the unknowns involved with working <br /> with tight utility constraints and working in resident's yards. <br /> POTENTIAL OBJECTION: There is a possible objection from ACE <br /> Contractors to this bid award. <br /> INPUT FROM OTHER SOURCES: None ' <br /> STAFF REFERENCE: Richard Marley, Directar for Engineering & <br /> Infrastructure, at 424-2747 <br /> Matt Newell, City Engineer, at 424-2747 <br /> Richard Marley will be in attendance at the City Council meeting to answer any questions <br /> of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Funding for this project is budgeted in the General Capital Improvements Fund.
