The P P P J J time to prepare plans, advertise, open bids and award would delay start of the work for 4 to 6 weeks, delaying the start of the project to the middle or end of September. Staff believes that it is important to get the parking lot built and the Township facilities repaired as soon as possible. There is no apparent cost benefit to bidding the project separately. The work consists of asphalt paving and Dunn Company is currently under contract for this type of work. The costs for the parking lot and other repairs are largely based on unit prices contained in the original contract approved by Council this past May. Were the project to be bid separately, based on previous experience, it is likely that Dunn Company would be the only bidder because they are the only asphalt paving company in the community. With the current cost of fuel, it is not economical for contractors in other nearby cities to haul asphalt to Decatur. The recommended addendum cost of$117,558.20 is approximately 14.8% of the current $792,064.75 Street Reconstruction contract. On June 18, 2007, the City Council authorized a $30,000 change order to this contract to increase pavement repair near the boat house south of Nelson Park. BUDGET/TIME IMPLICATIONS: The addendum amount is $117,558.20 for a maximum contract amount of$909,622.95. Funding for the parking lot expansion will come from the General Capital Fund utilizing funds currently set aside for parking lot improvements. This expenditure will be reimbursed by the Olde Towne TIF. Funding for the repairs to the Hickory Point Township access road and material storage yard will come from funds set aside for the Ice Storm. This expenditure has been approved by FEMA for reimbursement. If the addendum is approved, the work will be completed by the end of September.
