Chastain & Associates, LLP, <br /> For a Traffic Impact Analysis for Core City Development <br /> SUMMARY'RECOMMENDATION: <br /> It is.recommended by staff that the City Council adopt the attached Resolution authorizing an <br /> Agreement with Homer L. Chastain & Associates, LLP, (Chastain) for a traffic impact analysis <br /> for Core City Development. This work is part of the DUATS work plan, and $45,000 of the � <br /> cost will be reimbursed from DUATS funds. DUATS had previously authorized a truck route <br /> alternatives study, and this work is an extension of that study. The expenditure for these � <br /> services is not to exceed $75,000.00. ' <br /> BACKGROUND: <br /> The proposed agreement with Chastain is for the preparation of a Traffic Impact Analysis ��I <br /> (TIA) for Core Area Development. The TIA would consider impacts to changes in traffic flow I <br /> in the core area of Decatur. This is the area generally bounded by Eldorado, Main, Lake Shore ' <br /> Drive, and Martin Luther King Drive. The TIA would consist of gathering existing plans and <br /> other existing traffic data and performing these main work tasks: <br /> • Traffic Volume Projections based on possible changed street configurations. I <br /> • Noise evaluations. �' <br /> • Pavement evaluation on Martin Luther King, Jr. Drive <br /> • Evaluation of the need for traffic signals at MLK and Cantrell, and related signal <br /> coordination. <br /> • Evaluation of Franklin Street and Main Street for possible two-way traffic operation. <br /> • Concept design and layout of landscape improvements along Martin Luther King Jr. Drive <br /> to mitigate impacts and coordinate with streetscape improvements in other areas of the City <br /> � Coordination for two public information meetings, preparing graphic exhibits and applying <br /> the Context Sensitive Solution approach as outlined by IDOT <br /> Estimate of probable costs for implementing alternative traffic flow configurations. <br /> The time frame to complete the study is 3 to 4 months. The landscape architecture work would <br /> be sub-contracted to Massie &Massie of Springfield. <br />
