. � ' <br /> Engineering & Infrastructure Memorandum I,, <br /> NO. 2007-22 <br /> May 9, 2007 ' <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Gar City Manager �� � <br /> Richard G. rley, P.E., Director of Engineering & Infrastructure <br /> Matthew C. ewell, P.E., City Enginee����1�( ', <br /> N��ri- � <br /> SUBJECT: Ash Disposal Project, City Project 07-10 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the I <br /> contract for Ash Disposal Project, City Project 07-10, to Entler Excavating Co., Inc., as the lowest, <br /> responsible bidder in the amount of$284,000.00, and that the Mayor be authorized to execute the <br /> contract, and the City Clerk to attest. <br /> BACKGROUND: �'I <br /> Over 7,000 cubic yards of ashes remain from the burning of limbs resulting from the ice storm I, <br /> which struck the City November 30 - December l, 2006. Approximately 1,100 cubic yards of ashes '� <br /> are at the Richland Community College burn site and approximately 6,100 cubic yards at the �, <br /> Hickory Point Township burn site. , <br /> The project is structured to require the contractor to dispose of the ashes at a certified landfill in <br /> accordance with all City, State, and Federal requirements. The contractor is to adhere to strict dust � <br /> control practices and must work to see that the ashes are cold before hauling. '� <br /> Time is an important element in this project and there is a great need to proceed to clean up each � <br /> site and restore the areas. The Richland site must be cleaned up in preparation for the 2007 Farm <br /> Progress Show. The Hickory Point Township Highway Department has limited access to material <br /> storage until the burn site is cleaned up and the access roads restared. �, <br /> A follow-up contract will be prepared for the Hickory Point Township site to repair the access road <br /> and storage lot damaged by the heavy equipment involved in the limb disposal. This contract will <br /> follow the completion of the ash pile removal work so that an actual measurement can be made of <br /> the final damage to the site. This will likely be advertised in late July or August of this year. <br /> The project plans and specifications were prepared by Engineering Division staff in consultation <br /> with Hickory Point Township, and Richland Community College. The project was advertised in the <br /> Herald &Review on Thursday, April 19, 2007, the City of Decatur web site, and the following plan <br /> houses: <br /> • Dodge Reports, Springfield, Illinois ' <br /> • F. W. Dodge, Indianapolis, Indiana <br /> • Reed Construction Data, Norcross, Georgia <br /> • Greater Peoria Contractors & Suppliers Association, Inc., Peoria, Illinois <br />
