. r . . <br /> Engineering & Infrastructure Memorandum <br /> NO. 2007-25 <br /> May 14, 2007 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Gar City Manager �� <br /> Richard G. rle , P.E., Director of En 'neerin & nfra[structure <br /> Y �yi1N'" ' g <br /> Mathew G Newell, P.E., City Engine <br /> SUBJECT: Street Reconstruction, City Project 07-24 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Street Reconstruction, City Project 07-24, to Dunn Company, A Division of Tyrolt, <br /> Inc., as the lowest, responsible bidder in the amount of $762,064.75, and that the Mayor be <br /> authorized to execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> The Street Reconstruction Project is structured to provide a significant structural improvement to <br /> the affected roadways. Streets requiring reconstruction generally have pavement that is badly <br /> deteriorated through the combined effects of age and use. These pavements can no longer be <br /> effectively maintained by the City's street crews nor can a standard mill and overlay be applied with <br /> the hope of long term success. An additional goal of the project is to restore any existing curb and <br /> gutter to full function wherever possible. <br /> Street reconstruction work involves the removal of all, or portions, of the existing street, the <br /> construction of a stabilized road base where necessary and the placement of a new asphalt surface. <br /> A listing of the streets included in this year's reconstruction project is attached for your information. <br /> Included in the work, is the reconstruction of an access roadway and portions of the parking lot <br /> serving the lake front near the boathouse south of Nelson Park. Fifty percent (50%) of this work <br /> will be reimbursed by the Decatur Park District. Also included are major patching repairs to <br /> Westlawn Avenue due to damage from the debris hauling resulting from the November 30 - <br /> December 1, 2006, ice storm. Westlawn, north of Illinois Route 121 and Mound Road, was a major <br /> haul route to the Hickory Point burn site. <br /> The project plans and specifications were prepared by Engineering Division staff. The project was <br /> advertised April 25, 2007, and bids were opened on May 10, 2007.
