� A� <br /> Implementation Program for Decatur's Urban Corridors <br /> Attractive Routes to the City's Homes, Businesses and Industries <br /> proposal by <br /> Massie Massie&Associates,Inc. <br /> Rev.2-28-07 <br /> Purpose <br /> Implementation Program for Decatur's Urban Corridors will provide the detailed plans <br /> and strategies needed to implement improvements that have been proposed for city corridors. <br /> Several years ago the city adopted the Decatur Urban Corridors Master Plan which sets- <br /> out many exciting ideas for improving city corridors. The potential benefits of corridor <br /> improvements are many. Safe and attractive corridars provide a pleasant experience for both <br /> residents and visitors to Decatur. They help esta.blish an image of a city that is well-organized, <br /> attractive and responsive to community needs. Attractive corridors create distinct and <br /> memorable neighborhood environments and enhance the value of nearby property. <br /> To implement the corridor ideas, however,much additional work is needed. Planners <br /> from MMA would work closely with planning and economic development staff to convert <br /> current ideas into workable plans. Loca1 residents would be given opportunities for input. <br /> Overall plans would be developed for each corridor and corridor sub-section. Details and <br /> guidelines would be established for how and where to use specific elements. MMA would help <br /> devise a strategy for implementing the plans. The potential for public and private participation <br /> would be evalua.ted. For city-regulated components, overlay ordinances would be drafted to <br /> guide future improvements. Programs and sources of funding would be identified, and written <br /> and graphic materials would be prepared to aid in generating interest and securing funds. <br /> In addition to streetscape components identified in the Decatur Urban Corridors Master <br /> Plan, this implementation program will develop guidelines for improvement to building facades <br /> along the corridors. The guidelines can be adopted by building owners to further enhance the <br /> appearance and image of Decatur's corridors. <br /> Project Areas <br /> The Master Plan considered six major corridors, but noted that the ideas could be applied <br /> to other corridors and routes in the City. They are: <br /> The east-west corridors: The north-south corridors: <br /> 1. Perslung Avenue(Route 121 and 48) 1. Fairview Avenue (Route 48) <br /> 2. Eldorado Street/Williams Street 2. Main and Water Streets (Route 51) <br /> (Route 36) 3 22"a Street <br /> 3. Lake Shore Drive <br />
