ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM <br /> Memo No. 07-30 <br /> February 28, 2007 <br /> TO: Honorable Mayor Paul Osborne and City Council <br /> FROM: Steve G ity Manager <br /> Greg C. Cr e Director of Economic&Urban Development <br /> SUBJECT: Transfer House Exterior Renovation <br /> SUMMARY RECOMMENDATION: It is recommended by staff and Farnsworth Group that the <br /> City Council approve the attached resolution awarding the contract for the Transfer House Exterior <br /> Renovation to Otto Baum for $482,600 as the lowest, responsible bidder along with alternative item <br /> number 2 at no extra chazge and specified allowances, and that the Mayor be authorized to execute the <br /> contract, and the City Clerk to attest. <br /> BACKGROUND: Farnsworth Group has been working with the Illinois Historic Preservation <br /> Agency to prepare bidding and construction documents to restore the Transfer House's exterior to its <br /> historic prominence of the early 1900's. The proposed renovations to the Transfer House will include <br /> historic restora.tion of the roof, ornamental spire, windows, doors, stone masonry, stone benches and <br /> exterior lighting. The project will also include the demolition of the interior partition wa11s and ceiling. , <br /> The base low bidder for the project is Jones& Sullivan with a bid of$449,000. Jones& Sullivan's bid <br /> included a$15,000 increase for Alternate Number 2 which allows for a factory conshucted ornamental �' <br /> spire in place of a custom fabricated spire. Otto Baum's bid includes no extra charge for Alternate <br /> Number 2. Farnsworth Group recommends using Alternate Number 2 based on expected reduced <br /> maintenance on the factory conshucted spire. Otto Baum is the low bidder with Alternate Number 2 <br /> included. <br /> Alternate Number 1 can provide a cost reduction by eliminating the flat seam metal roof panels and <br /> replacing it with a painted, asphalt built-up roof. Otto Baum's bid includes a credit of$15,000 with <br /> Alternate Number 1 while Jones & Sullivan includes a credit of$14,000. The flat seam metal roof <br /> panels will be more historically accurate for the restoration. Farnsworth Group does not recommend <br /> using Alternate Number 1. <br /> The Architect's estimate for the project was in-between$432,173 and $508,728. Otto Baum's contract <br /> will be $482,600 which includes their bid of $452,600 plus a $25,000 contingency allowance and <br /> $5,000 environmental testing allowance. The contra.ct with Farnsworth Group for construction and <br /> bidding documents was $28,000. <br /> 1NPUT FROM OTHER SOURCES: N/A <br /> POTENTIAL OBJECTION: N/A <br /> STAFF REFERENCE: Any additional questions may be forwarded to Greg Cmwe at 424-2727 or at <br /> �ccrowe(a�decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: In the 2006/07 Annual Budget, $100,000 was budgeted for <br /> improvements to the Transfer House. The rest of the project costs will be budgeted in the Non- <br /> Departmental Fund for 2007/08. <br />
