Greg Crawe
Director of Economic & Urban Development
City of Decatur
1 Gary K. Anderson Plaza
Decatur, IL 62523
RE Decatur Transfer House Bid Review
Mr. Crawe,
Per your request, I have reviewed the bids for the Decatur Transfer House restoration project
Attached you will find a tabulation of the five bids received on Thursday, February 15, 2007 In
reviewing the bids, there are two potential low bidders depending upon the combination of Alternate
Bids taken
Two Alternate Bids were provided for the project. The first was designed as a potentiai budget control
by providing a cost reduction to eliminate the flat seam metal roof panels at the bell cast eaves at each
roof level and replace it with a painted, asphalt built-up roof. The second alternate was designed to
allow for a factory constructed ornamental spire to be provided in place of a custom fabricated spire
that would then be wired by the Electrical Subcontractor.
The Low Bidder for Base Bid only is Jones & Suilivan with a Base Bid of $449,000. With the specified
allowances, $5,000 for testing and a $25,000 contingency ailowance, this brings the total Base Bid
contract amount to $479,OQ0. '
The Low Bidder for Base Bid plus Alternate Bid Number 1 is Jones & Sullivan with a combined bid totai
of$435,000. With specified allowances, this brings the total Base Bid pius Alternate Bid Number 1
contract amount to $465,000.
The Low Bidder for Base Bid plus Alternate Bid Number 2 is Otto Baum with a combined bid total of
$452,600. With specified allowances, this brings the total Base Bid plus Alternate Bid Number 2
contract amount ta $482.600.
The Low Bidder for Base Bid plus Alternate Bid Nurnbers 1 & 2 is Otto Baum with a combined bid total
of $437,600. With specified allowances, this brings the total Base Bid plus Alternate Bid Numbers 1 & 2
contract amount to $467,600.
In considering whether or not to accept Alternate Bid Number 1, it is important to look at it from a
standpoint of performance, aesthetics and budget. From a systems perspective, either roof is going to
perform satisfactorily provided appropriate care in installation. However, there will be aesthetic
differences between the systems. By using Base Bid metal in all areas, paneis can be provided from
the same coil stock and as a resuit, have a very close, if not exact color match. The Alternate Bid 1
built-up asphalt system will require a custom color coating that will require matching to the metal
Bid Review L2tteruc
2401 E.
