� <br /> ENGINEERING & INFRASTRUCTURE MEMORANDUM <br /> NO. 2007-11 <br /> February 26, 2007 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Gar City Manager � <br /> Richard G rley, P.E., Director of En ineering and Infrastructure� <br /> Matthew C. ewell, P.E., City Engin <br /> SUBJECT: Neighborhood Monument Restoration Program-West Court Manor Place <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution authorizing <br /> funding of up to $5,187.00 as the City's share in rehabilitating the neighborhood monuments <br /> located at West Court Manor Place and West Main Street. The City's share is 70% of the <br /> $7,410.00 quoted to rebuild the monuments. <br /> BACKGROUND: <br /> The Neighborhood Monument Restoration Program is aimed at providing restoration assistance <br /> to neighborhoods with monuments that are partially on City right of way. Over the years <br /> concerns have been raised by various residents living on streets that have entrance monuments <br /> regarding the maintenance of the structures. The City has traditionally been reluctant to take <br /> ownership of these monuments since it is generally outside the scope of the norinal street or right <br /> of way maintenance the City typically provides. <br /> The Neighborhood Monument Restoration Program was prepared to provide a means whereby <br /> the neighborhood or street residents can take some responsibility for the monuments and also <br /> provide a mechanism for the City to provide a degree of reimbursement for the work. <br /> The monuments at the entrance of West Court Manor Place have deteriorated to a degree that the <br /> residents have requested the opportunity to rebuild them. The proposed work is detailed on the <br /> Application for Funding which is included as an attachment. The quotes received to perform the <br /> work are: <br /> Contractor uote <br /> Neiss Masonry Inc., Oakley, IL $ 7,410.00 <br /> Western Waterproofing Company <br /> Springfield, IL $10,530.00 <br /> English Brothers Company <br /> Champaign, IL $11,244.00 <br />
