Please describe the coordination with other criminal justice partner agencies that will be
required to implement the proposed project.
The local office of the Federal Bureau of Investigation has recently opened cases on our most violent of
street gangs. The street gangs are mainly divided into three groups; the Gangster Disciples, the Vice
Lords and the local street corner gangs. The Gangster Disciples include"The Tennesseans"which
have been around for several years and are involved in many of the recent shootings but have had
several of their key figures murdered in the last couple of years. The Vice Lords include the Latin
Kings, the Black P. Stones and the Moe's The Moe's have been the main source of violence with"The
Tennesseans."The final group of gangs consists of simple street corner drug dealers. Examples of
these groups/gangs are; the Leafland Street Boyz, the East Side Boyz, the Haworth/West Side and the
Maffit/John Street Boyz or Moes's.
Detective Carl Carpenter and the Crime Analysis Unit are constantly compiling gang information and
possess a great deal of knowledge on Decatur gangs. Detective Carpenter and FBI SA Jeff Warren and
FBI SA Mark Hill stay in close contact in reference these cases. Both Warren and Hill advised they
would also be interested in working in the neighborhoods and with the neighborhood groups in the
future.
The Macon County States Attorney has already worked with us on our first few arrests. In court, they
asked for and received a higher bond then normal on the arrested individuals. This is to deter the high
probability of further violence. The U.S. Attorneys Office will be immediately notified when a person
is arrested that we believe meets federal guidelines.
The ACT will be available to assist the U.S. Marshals Service when they are seeking violent fugitives
in the City of Decatur.
How will you make this coordination happen?
Much of this coordination already takes place with telephone calls and e-mail. The Decatur Police
Department has had good working relationships with these before mentioned partners and the Anti-
Crime Team will only improve on these strong relationships. The Decatur Police Department has
recently urchase Nextel cell phones for the ACT su ervisors.
What if any information or training will project staff require to fully implement this
proj ect?
6
