Newell, P.E.,Acting Director of Engineering & Infrastruct SUBJECT: Agreements with the State of Illinois and URS Corporation for Design Services for the Eldorado Street Enhancement Project, City Project 06-25, Section 06-00625-00-SW SUMMARY RECOMMENDATION: It is recommended by staff that the City Council adopt the attached Resolutions authorizing the Mayor to sign agreements with: 1. The State of Illinois to utilize Federal funds for the design of the Eldorado Street Enhancement Proj ect, and; 2. URS Corporation., (URS) to provide design services far the Eldorado Street Enhancement project for a fee not to exceed $155,000.00. BACKGROUND: In 2006, the City was notified that it had received an Illinois Transportation Enhancement Program (ITEP) grant of$1.5 million for streetscape improvements for Eldorado Street between Church and the CNIC railroad tracks near Front Street. The grant requires a 20% City match. In order to begin using the grant and initiate the design process for proposed improvements, the City must enter into agreements with the Illinois Department of Transportation (IDOT) to administer the grant, and URS to begin the design work. In November 2006, the City issued a request far proposals to area engineering firms to perform preliminary design work for proposed Eldorado streetscape improvements. Four firms submitted proposals which were evaluated by City staff. URS Corporation was selected as the firm that could best meet the City's design needs for this project. The proposed agreement with URS is to perform the necessary topographic surveys and prepare concept designs for the proposed Eldorado streetscape improvements. When the preliminary design has progressed sufficiently to provide a concept design acceptable to the City and IDOT, an agreement for final design work will be proposed to the City Council. The overall goal of the proposed scope of work is to enhance the appearance of the Eldorado corridor through landscaping, medians, lighting or other street improvements. The preliminary design work will include discussions with business owners along Eldorado Street.
