The "Net" Agreement would require the City to pay $477,118 or 93% of the net cost,
based on County assumptions. That would be an increase of$352,318 or 282% over the
current contract or $5.83 per capita. There are provisions in the agreement that would
require a quarterly review by a "negotiating committee", but no change would take place
without the approval of the County. In effect the committee could determine that the City
was paying $100,000 too much and the County could simply reject the recommendation
of the committee.
The problems we continue to have with both agreements is that we still do not know the
true costs of animal control. We do not have a handle on the revenues will be and we do
not have nearly enough information to determine what the City "percentage" should be.
By the time we determine these numbers, we will be locked into a five-year contract that
can only be changed by mutual agreement.
POTENTIAL OBJECTIONS: None.
INPUT FROM OTHER SOURCES: None.
STAFF RFERENCE: Ron Neufeld, Director of Financial Management—424-2702.
BLIDGET/TIME IMPLICATIONS: The budget for animal control will be increased
by $225,200.00.
