.
t -
Engineering & Infrastructure Memorandum
NO. 2006-72
December 28, 2006
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garm City Manager ,
Matthew C. well, P.E., Acting Director of Engineering & Infrastructu,

SUBJECT: 2006 Sanitary Sewer Trenchless Point Repairs, City Project 06-29 i
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract for 2006 Sanitary Sewer Trenchless Point Repairs, City Project 06-29, to Bodine
Environmental Services, Inc., as the lowest, responsible bidder in the amount of$270,350.00,
and that the Mayor be authorized to execute the contract, and the City Clerk to attest.
BACKGROUND:
The purpose of this project is to repair structural damage at approximately 1701ocations
throughout the City's sanitary sewer system with a minimum of disturbance to service. Structural
damages include broken and missing pieces of pipe, heavily offset pipe joints, and voids. All of
the project locations were derived from the annual televising and inspection reports.
The trenchless point repair process involves the insertion of a flexible lining through a manhole
to the location of the damaged section of pipe. Once the lining is in place, it is fit tightly against
the walls of the host pipe and cured with an epoxy coating to strengthen the damaged area. This
repair process has been successfully used over the past 10 years to repair the City's sanitary
sewers.
The project plans and specifications were prepared by the Engineering Division. The project
was advertised December 5, 2006, and bids were opened on December 20, 2006. The results far
the letting are as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over (-Under)
Engineer's Estimate $ 313,200.00 ----
Bodine Environmental Services, Inc. $ 270,350.00 (-13.68 %)
National Power Rodding Corp. $ 332,510.00 6.17 %
Bodine Environmental Services, Inc. provided the low bid far the proposed work. Bodine has
completed many successful sanitary sewer projects for the City. Staff recommends that the City
Council approve a contract with Bodine Environmental Services, Inc. to perform the 2006
Sanitary Sewer Trenchless Point Repairs project.
