.'T � • <br /> Mass Transit Memorandum <br /> No. 120706-1 <br /> December 7,2006 <br /> TO: Honorable Mayor Osborne and City Council Members <br /> FROM: Steve G City Manager <br /> Paul McC , Mass Transit Administrator�.., � <br /> ,f,�,� _ <br /> SUBJECT: Award of Contract - Trolley Planning Study <br /> SLfNIMARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMIVV�NDATION: contract to The Corradino Group, Inc., (Louisville, KY) for a <br /> consultant study of the best uses of the City's two trolleys. <br /> BACKGROUND: Transit placed a Request for Proposals (RFP) in the September 25th <br /> issue of"Passenger Transport", a nationally recognized transit <br /> industry publication. The RFP stated that the City was requesting <br /> proposals for a comprehensive review of trolley operations, to <br /> maximize the impact of the operation and usage of the City's two <br /> trolleys. Four firms submitted proposals in response to the RFP by <br /> the deadline on November 1 st. Staff reviewed the proposals and <br /> selected The Corradino Group, Inc., based solely on their <br /> qualifications; none of the proposals contained a cost estimate. <br /> Staff found that The Corradino Group stood out above the others, <br /> that their approach to the study, their proposed scope of work, <br /> st�ng and work schedule very closely fit our purposes. <br /> Additionally, The Corradino Group proposes to assign the same <br /> personnel to this study as were assigned to a very successful study <br /> in Decatur in 2000. The firm then submitted a proposed not-to- <br /> exceed contract amount of$35,000. If approved, the attached <br /> resolution would authorize the City Manager to execute a contract <br /> with The Corradino Group for$35,000. The scope of work for this <br /> study is listed on pages 7-10 of the attached agreement. <br /> POTENTIAL No known objection to this project. <br /> OBJECTION: <br /> INPUT FROM Richard Foiles, General Manager <br /> OTHER SOURCES: First Transit, Inc. <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/'TIME An existing IDOT planning grant will be used to pay for this study, <br /> IlVIPLICATIONS: with staff time being used for most of the required 20% local match. <br />
