Irons, Neighborhood Redevelopment Manager o�� � <br /> �" <br /> SUBJECT: FY06/07 CDBG Energy Conservation Grant Program <br /> RECOMMENDATION: Staff �resented a proposed program to promote energy <br /> conservation in October. The objective of the program is to provide assistance, in the <br /> form of energy code improvements, to low and moderate income homes. The design of <br /> the program shau�d help reduce power usage for heating and improve comfort. Staff <br /> recommends the approval of the CDBG Energy Conservation Grant Frogram in the <br /> amaunt of$288,000.00. <br /> BACKGROUND: In accordance with the guidelines set forth by the U. S. Department <br /> of Housing and Urban Developraent (HLTb), Neighborhood Redevelopment Division <br /> proposed the Energy Conservation Program to help provide or maintain affordable 'i <br /> housing for low/mod households. The Neighborhood Redevelopment program is <br /> designed to help control the heating and cooling costs for th� low and moderate income <br /> households. Due to the increased cost of living �penses, especially electric and gas, <br /> many homeowners had expressed concerns re�arding affordability and continue to <br /> express the need. � <br /> The funds will be used to finance rehabilitation activities to meet local codes and, at the <br /> same time, increase the efficient use of energy in structures through such means as: <br /> installation of windows and e�erior doors, siding, wall and attic insulation, and <br /> conversion, modification, or replacement of heating and cooling equipment, including the <br /> potential use of solar energy equipment. <br /> A public hearing was held to address changes to the FY2005-2b09 Consolidated Plan and <br /> the FY2006-2007 Annual Plan for the CDB�and HOME funds as required in the Citizen <br /> Participation Plan. Public comments for the changes through November 6, 2006 and will <br /> continue to be taken for the Annual Action Plan for FY 2007-2008. With council <br /> approval and upon satisfying all federal requirements, funds of approximately <br /> $288,000.00 may be released in January 200'�. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br />
