DECATUR FIRE DEPARTMENT <br /> MEMORANDUM <br /> 2006-10 <br /> DATE: September 14, 2006 <br /> TO: Honorable Mayor and City Council <br /> FROM: Steve Garm , City Manager <br /> Matthew J. osky, Fire Chief <br /> Ron Neufeld, Finance Director <br /> Matt Newell, Acting Director of Engineering&Infrastructure <br /> Phil Wilhelm, MSC Manager <br /> RE: Purchase of En ig nes <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution, which <br /> authorizes the purchase of two (2) Pierce Dash Rescue Style engines from Pierce Manufacturing <br /> through the Northwest Municipal Conference (NWMC) for $385,538.00 each, and that the <br /> Mayor be authorized to execute the contract and the City Clerk to attest. <br />' BACKGROUND: <br /> The Fire Department Apparatus Committee requests purchasing the new engines to replace two <br /> 1992 Pierce Lance engines. Those engines are currently listed as reserve engines #8 and #9. <br />' Engine 8 currently has 5955 hours and 79,404 miles. Engine 9 has 6454 hours and 77,603 miles. <br /> The reserve engines would be sold.and Engines #1 and #3 would be placed in ready reserve <br /> status. <br /> In 2007 a new diesel emissions standard will require engines to burn low sulfur fuels. This new <br /> requirement is expected to increase the cost significantly. However, at the present time, Decatur <br />' Fire would be able to urchase two en ines that fall under the current emission standards for <br /> p g <br /> diesel powered apparatus even though they would not be delivered until June or July of 2007. <br /> This would result in a substantial savin s, above and be ond the NWMC discount. The estimated <br /> g Y <br /> cost for a 2007 emission standard engine would be $20,000 to $25,000 above the costs listed <br /> below. To meet the 2007 standard, all manufacturers will be required to do significant <br /> re-engineering for custom fire apparatus due to the emission equipment installed on the engine <br />' and increased radiator requirements due to increased operating temperatures of the engine. <br />�� <br />
