v � Additionally, the Apparatus Committee recommends avoiding the purchase of a first year vehicle with major modifications to the engine, emission equipment, and cab. The engine manufacturers have done extensive in house testing on reducing emissions and meeting the 2007 standards, but there has been limited vehicle testing to ensure operating reliability and durability. Not to say the Committee anticipates unreliable vehicles, but with any new design, whether it is a car, truck, or fire truck, a first year vehicle that has not seen everyday use is prone to more down time due to lack of real time use. BUDGET/TIME IMPLICATIONS: The NWMC (North West Municipal Conference), in a notice dated October of 2005, extended their Fire Apparatus Contracts until September 21, 2006. This is a cooperative utilized by municipalities including Decatur to purchase apparatus at a discounted rate. We have previously utilized NWMC to purchase fire apparatus. Staff realizes the deadline to purchase a vehicle under this co-op is fast approaching. Staff delayed the request until two new diesel engines meeting current emission standards and not the more restrictive emission standards could be secured for installation into the new vehicles. Current day price without the NWMC Discount $423,038.00 NWMC Discount $37,500.00 Cost without Pierce Prepayment Discount $385,538.00 x 2 Apparatus $771,076.00 We can also save an additional $5,000 to $5,500 each if we prepay approximately $218,000 for each chassis. The prepayment would be due once we have approved the actual drawings and the vehicle is scheduled to start build.
