The appropriation ordinance adopted by the City Council transferred $300,000 from the Olde <br /> Towne TIF Fund to the Capital Project Fund. This surplus of funds is available to be used for this <br /> project in order to make up the additional funds needed for the work. The original funding for the <br /> West Main Project was estimated in 2003. Recent construction increases related to rising fuel <br /> costs were not foreseen. <br /> Pavement Alternate Comparison <br /> The brick design will cost an additional $550,000 over the asphalt alternative. <br /> The life of an asphalt pavement can be extended a very long time with routine milling and overlay <br /> work similar to the City's annual street restoration project. On West Main Street an asphalt <br /> pavement life would range from 12 to 15 years between overlays. Maintenance in the interim <br /> years includes primarily pothole patching and crack sealing. The cost of each mill and overlay on <br /> West Main from Church to Oakland would approach $200,000. <br /> The projected life of a concrete paver surface is approximately 40 years with major maintenance <br /> occurring at around the 20 year mark. Major maintenance would include replacing broken pavers <br /> and leveling any rutted areas by removing the pavers, leveling the area, and relaying the pavers. <br /> At the end of a 40 year life expectancy it is not expected that all pavers would have suffered <br /> irreparable damage, allowing a large number to be reused thereby reducing the cost of major <br /> reconstruction. <br /> Assuming a 40 year life for a concrete paver surface, the table below provides yearly allocated <br /> costs for the major and minor maintenance activities that will occur on both asphalt and paver <br /> surfaces over that 40 year period. Multiplying the annual cost allocations by the 40 year life yields <br /> the total costs allocated. The broad scope of the West Main Street reconstruction <br /> provides a unique opportunity for the City to install concrete pavers. The current surface of West <br /> Main is built over a concrete and aggregate base that lends itself well to the successful installation. <br /> and operation of pavers. The significant reconstruction work along the boulevard area with the <br /> streetscape improvements will enable the street surface to be easily raised to accept pavers <br /> without major reconstruction or removal of the underlying pavement structure. <br /> Staff recommends that the alternate bids provided for brick monuments to be placed in some of the <br /> islands and on some of the side streets for the West Main streetscape along with brick bus <br /> shelters, not be accepted. It is proposed that this work be completed at a later date under a <br /> separate project. <br /> Page 2 <br />
