Anderson, Chief of Police '� <br /> Re: Remote Atarm and Control for Tower Bu�lding <br /> Date: July 24, 2006 <br /> Staff Recommend�tion- I, <br /> The radio tower building at 2b00 N. Jasper is vital to public safety communications. Due <br /> to a recent failure of several systems in the building, it is recommended that an alarm <br /> system be purchased and installed that will report directly to the Emergency <br /> Communications Center. The alarm system will monitor the status of vital equipment as <br /> well as environmental conditions inside the building. It will also serve as a security ; <br /> system. The recommendation is to accept the bid from Barbeck, our cunent I <br /> communications system service provider for the purchase, installation and maintenance <br /> of this system. <br /> Background- <br /> The City of Decatur owns and operates an 800MHz trunked radio system that serves all <br /> public safety and public works in the city. The system alsa serves the Macon County ' <br /> Sheriff's Department. The primary radio system and eomponents operate in a building at <br /> the Municipal Services Center at 2600 N. Jasper. That is also the site of the radio system <br /> transmission tower. The equipment in this building and tower site include radia <br /> controllers, an uninterrupted power source(UPS) and communication links from all of I, <br /> the city's remote sites such as the police department and fire stations. The back up radio ' <br /> system is housed and operated out of the Macon County Courts Facility, 200 E. Wood St. <br /> During a recent heat wave, one af the two large air conditioners that cool the building II <br /> overheated and shut down. This placed a greater load on the second air conditioner and it <br /> overheated and shut down a short time later. The computers and controllers inside the <br /> building are very sensitive to changes in the environment, especially when it comes to <br /> elevated temperatures. They began to fail due to the heat in the building. <br /> There is additional equipment in the building that is vital to the efficient operation of the <br /> cammunication system. It is vital to keep all equipment in the building running at peak ' <br /> efficiency, In order to monitor this equipment and the enviranment in the tower building, <br /> it is recommended that a multi-function alarm system be purchased and installed in the <br /> tower building. <br /> Steps for Implementat�on- <br /> Barbeck Communications Group, �nc, is the vendor and carrier of the city's maintenance <br /> agreement far the radio systems. Barbeck has conducted research and an inspection of <br /> the tower building and recommends a system that can monitor all vital functions inside <br /> the building as well as provide se�urity for the perimeter of the site.
