Newell, P.E., City Engine��f(� uv� SUBJECT: Agreements with the State of Illinois and Blank,Wesselink, Cook& Associates, Inc. for Design Services for the West Main /Millikin Streetscape Improvement Project, City Project OS-25, Section OS-00525-00-SW SUMMARY RECOMMENDATION: It is recommended by staff that the City Council adopt the attached Resolutions authorizing the Mayor to sign agreements with: 1. The State of Illinois to utilize Federal funds for the design of the West Main/Millikin Streetscape Improvement project, and; 2. Blank, Wesselink, Cook & Associates, Inc., (BWC)to provide design services for the West Main/Millikin Streetscape Improvement project for a fee not to exceed $190,000.00. BACKGROUND: The City was notified that it had received a Federal grant of$1.5 million for streetscape improvements around the Millikin campus in late summer, 2005. The grant requires a 20% City match. In order to begin using the grant and initiate the design process for streetscape improvements, the City must enter into agreements with the Illinois Department of Transportation, (IDOT) to administer the grant, and BWC to begin the design work. The proposed agreement with BWC is to perform the necessary topographic surveys, concept designs and prepare final design plans and project specifications for the proposed streetscape around Millikin University. The overall goals of the proposed scope of work include: l. Street surface and streetscape improvements on West Main Street between Oakland and Fairview to match the work proposed for West Main east of Oakland. 2. Linking the West Main multi-purpose recreation trail from the Oakland/Main area to the Fairview Park trail. 3. Enhancing pedestrian crossing safety on West Main Street, Fairview Avenue and Oakland Avenue.
