Newell, P.E., City Engine��f(� <br /> uv� <br /> SUBJECT: Agreements with the State of Illinois and Blank,Wesselink, Cook& <br /> Associates, Inc. for Design Services for the West Main /Millikin Streetscape <br /> Improvement Project, City Project OS-25, Section OS-00525-00-SW <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council adopt the attached Resolutions authorizing the <br /> Mayor to sign agreements with: <br /> 1. The State of Illinois to utilize Federal funds for the design of the West Main/Millikin <br /> Streetscape Improvement project, and; <br /> 2. Blank, Wesselink, Cook & Associates, Inc., (BWC)to provide design services for the <br /> West Main/Millikin Streetscape Improvement project for a fee not to exceed <br /> $190,000.00. <br /> BACKGROUND: <br /> The City was notified that it had received a Federal grant of$1.5 million for streetscape <br /> improvements around the Millikin campus in late summer, 2005. The grant requires a 20% <br /> City match. In order to begin using the grant and initiate the design process for streetscape <br /> improvements, the City must enter into agreements with the Illinois Department of <br /> Transportation, (IDOT) to administer the grant, and BWC to begin the design work. <br /> The proposed agreement with BWC is to perform the necessary topographic surveys, concept <br /> designs and prepare final design plans and project specifications for the proposed streetscape <br /> around Millikin University. The overall goals of the proposed scope of work include: <br /> l. Street surface and streetscape improvements on West Main Street between Oakland and <br /> Fairview to match the work proposed for West Main east of Oakland. <br /> 2. Linking the West Main multi-purpose recreation trail from the Oakland/Main area to <br /> the Fairview Park trail. <br /> 3. Enhancing pedestrian crossing safety on West Main Street, Fairview Avenue and <br /> Oakland Avenue. <br />
