4. Increasing the visibility of Millikin University by adding gateway monuments and <br /> landscaping at entrance points around the campus. <br /> 5. Aesthetic improvements to the railroad trestles on West Main and Oakland. <br /> 6. Improving the storm sewers that drain the railroad subways on West Main and Oakland. ' <br /> The planning and design process as well as construction involves Federal funding which will I <br /> require the City and BWC to present, for approval, all design work with State and Federal , <br /> transportation officials. ' <br /> POTENTIAL OBJECTION: There are no known objections to this resolution. ' <br /> INPUT FROM OTHER SOURCES: Economic and Urban Development Department I <br /> Illinois Department of Transportation ' <br /> Blank, Wesselink, Cook and Associates, Inc. I <br /> STAFF REFERENCE: Steve Swanson, Director of Engineering & <br /> Infrastructure, at 424-2747 <br /> Matt Newell, City Engineer, at 424-2747 <br /> The Director of Engineering and Infrastructure, Steve Swanson, and will be in attendance at the <br /> City Council meeting to answer any questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Funding for these services will be reimbursed up to 80%with a Federal grant administered <br /> through IDOT. The Design work will be funded out of the Olde Towne TIF Capital Project <br /> Fund. The agreement with BWC is for a fee not to exceed$190,000, of which $152,000 will <br /> be reimbursed by IDOT. The City's non-reimbursed expenditure will be $38,000. <br /> Design work will begin immediately upon approval from the Illinois Department of <br /> Transportation.
