This directly conflicts with the <br /> " City's identified needs ands interests set forth in the needs <br /> assessment. Presumably Insight is suggesting that in lieu of <br /> a$50,000 security fund a$100,000 bond will be maintained <br /> thi�oughout the term of the Ordinanc�. However, a s�curity <br /> fund is far more accessible for routine noncompliance <br /> matters and Insight has provided no explanation why it was <br /> eliminated. Further, Insight provides no information that the <br /> provision of a$50,000 security fund is unreasonable based <br /> on the costs associated with meeting this obligation. <br /> In addition, Insight completely eliminated the entire <br /> enforcement procedure and replaced it with an <br /> extraordinarily burdensome and time consuming procedure <br /> which contemplates a process that may extend more than <br /> ninety(90)days and require the designation of a separa.te <br /> hearing officer to enforce the Ordinance. Insight's proposal <br /> also seeks to impose a waiver of rights on the City by <br /> limiting the City to a single remedy should Insight continue <br /> to materially violate the terms of the Ordinance. Once again, <br /> Insight provides no explanation or rationale for its proposed <br /> revisions nor an reference or ex lanation re ardin wh the <br /> 10 <br />
